Job Summary

KCHA is seeking an experienced professional to lead the agency's research and evaluation activities, including oversight of program assessment and learning, and development and implementation of research projects and partnerships. Ideally, this individual will have solid academic background, significant experience conducting research and evaluation, and experience working in program implementation and management. The ability to translate complex findings into plain English and make practical program and policy recommendations is crucial.  The individual who assumes this role will be adept at helping others understand why and how data can be most helpful to them in operating programs. In addition, this person's vision, deep commitment to social justice, inclination toward continuous improvement, and her/his/their client-centered focus will assist in more fully integrating this function into and throughout the organization.

WHAT YOU WILL DO:

The Director of Research and Social Impact will: 

  • Develop an overarching vision for the role of research, evaluation and learning within the organization in addition to developing a learning agenda for assigned initiatives.
  • Develop and lead implementation of KCHA's research agenda to foster and support applied research partnerships that answer operational questions and enrich the evidence base on affordable housing.
  • Use research, analysis, and evaluation findings to develop policy and program recommendations for senior and middle agency management, the Board of Commissioners, and external partners and policymakers.
  • Develop and manage processes, learning formats, and communication tools to ensure research, measurement, analysis, and evaluation results are disseminated in practical and actionable formats for staff at all KCHA levels.
  • Lead data management and analytic efforts to ensure robust data practices to be used to inform agency policy and practice. 
  • Provide leadership and recommendations for emergent agency strategies and policy initiatives, including grant development, writing and idea synthesis, and internal and external stakeholder engagement.
  • Mentor and support the research and evaluation team including hiring and staff planning, providing training, direction and oversight to individual staff, and ensuring completion of individual and team workplans and initiatives.
  • Direct KCHA's measurement and evaluation activities for Moving to Work (MTW) pilots and other initiatives to ensure robust evidence and learning to inform program and policy scaling, pivots, and other adjustments. 
  • Oversee, plan, and monitor the research and evaluation division budget, including management and reporting of third-party grants received as well as use of MTW block grant authority.

Qualifications and Competencies

Required Qualifications:

  • Bachelor's Degree in Public Policy, Evaluation Science, Sociology, Applied Statistics or closely related field, Master's Degree preferred AND
  • A minimum of six years of experience with applied research strategy and/or design and implementation, policy analysis, program evaluation and measurement OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities:

  • Exceptional program management skill including the ability to prioritize and handle multiple projects simultaneously.
  • Experience supervising staff including coaching, mentoring, and providing strong leadership in a dynamic work environment. 
  • Knowledge of affordable housing policy and research and/or knowledge of related social policy arenas such as homelessness, health, education, or other areas.
  • Contributes to a work environment that embraces and appreciates diversity; values organizational diversity; treats others with respect; promotes cooperation.
  • Knowledge of and familiarity with analytic software programs such as Stata, Tableau, and or GIS; proficiency with MS Office to include Word, Excel, Outlook, and database software.

Salary & Benefits:
The starting salary range of this position is $90,000 - $120,000 annually.  A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, reduced tuition, and retirement benefits are also available.

Physical Work Environment:
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. Work is performed primarily in an office environment. Incumbents frequently use standard office equipment including personal computers, telephone and related equipment.  Work entails high volume processing with tight deadlines.
