Job Summary

Effective December 1, 2021, the King County Housing Authority has instituted a COVID-19 Vaccination Requirement Policy that requires all regular, part-time, and temporary employees be fully vaccinated against COVID-19 for the health and safety of its workplace and community.  Newly hired employees must provide proof to KCHA Human Resources after an offer of employment has been made and before their first day of employment that they are fully vaccinated. Individuals with a qualifying medical or religious reason may submit a request for exemption and reasonable accommodation. Essential Functions

• Training & Program Development:  Assists with the design of various employee training course content and materials using Adult Learning Theories and Instructional Design Theories for virtual and in-person trainings; works with subject matter experts or training focals to collect information including program guidelines, SOPs, job aids, etc. to inform content development; conducts and facilitates agency wide training programs virtual and in-person environments
• Training Coordination & Support:  Responds to employee inquiries; guides, supports, problem solves and interprets applicable rules and requirements on training programs; assists in the maintenance of client specific learning management rosters including, but not limited to, adding employees, removing employees, password resets, and completion tracking; markets company training opportunities and provide information on benefits to encourage participation; maintains the agency wide training calendar, SharePoint, E-learning platforms and Learning Management Systems (LMS); performs administrative duties for the tuition reimbursement program, mentorship program, and training vendor contracts.
• Data Collection & Analysis:  Leads initiatives to ensure the collection of survey and evaluation data and reporting thru quality metrics to intended audiences.
• Assists with a variety of department initiatives, special projects, and event planning.

Qualifications and Competencies

Required Qualifications:

• Associate's Degree AND
• Two years of successful experience with learning and development, coordinating training programs, and/or program development OR
• An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities:

• Understands technical aspects of the position and continuously builds knowledge, keeping up-to-date on the substantive and procedural aspects of the role.
  • Experience with course authoring software such as Articulate 360/RISE or equivalent systems (i.e. Captivate, Camtasia, etc.);
  • Knowledge of instructional design principles; certification preferred within 6 months of hire;
  • Experience utilizing database systems and performing data entry with a high level of accuracy and attention to detail; experience working in or using an LMS or virtual technologies.
• Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.
  • Demonstrates exceptional presentation and facilitation skills;
  • Assists in designing and producing technical information handouts; technical charts, tables, templates and forms; 
  • Ability to compose and prepare correspondence; demonstrates strong proofreading and editing skills.
• Contributes to a work environment that embraces and appreciates diversity; values organizational diversity; treats others with respect; promotes cooperation.
• Ability to interpret and explain complex or technical rules, regulations and/or policies and procedures. 
• Create, maintain, update, enter and retrieve data records by utilizing MS Word, Outlook, SharePoint, and Excel programs and a specialized database system(s).   
• Excellent organizational skills including prioritizing, keeping track of information or work in progress, ensuring accuracy, and multi-tasking; ensures assignments are completed in a timely and effective manner.
• Ability to work effectively and positively with individuals of diverse cultural and socio-economic backgrounds.
• Ability to work effectively and collaboratively as a team in a busy office environment while earning the trust, respect and confidence of others.
• Ability to use tact, discretion, and diplomacy when dealing with sensitive or confidential information.

Salary & Benefits:
The starting salary range of this position is $26.84 - $32.87 hourly.  A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, reduced tuition, and retirement benefits are also available.
 
Work Environment:
Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. After initial onboarding, this role will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila may still be required on occasion. Some local travel may be required to support KCHA business needs.
 
Physical Work Environment:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
