The King County Housing Authority is searching for a new Property Manager (PM) for our Juanita Court portfolio in Kirkland, Washington.
The new PM will perform administrative and supervisory work managing the operations and maintenance at their respective portfolio. The manager will ensure that the property is operated in an efficient, cost effective manner while providing high quality, well maintained housing for the residents. Responsibilities will include supervision of the maintenance staff. The team will be managed to ensure that all daily work orders, vacates, emergencies, and preventative maintenance are performed and that lease agreements and resident issues are handled in a timely and effective manner.

Key responsibilities of the Property Manager include:
- Responds to inquiries and explains housing options to potential residents and current tenants; addresses resident complaints and concerns; facilitates resident meetings.
- Processes applications and move in and move out paperwork; shows unit, completes inspection, and conducts leasing signings; screens applicants by checking credit histories, landlord references, criminal background checks, and meetings with Central Application Center (CAC) candidates.
- Conducts annual and interim recertifications to ensure compliance.
- Maintains tenancy, leasing, rent collections, rules and regulations, serves notices, tracks vacancies and upgrades, revises leasing and real estate documents as needed; maintains property records; prepares and mails resident correspondence.
- Performs tenant accounting and submits check requests for payments; codes all incoming invoices; assists with budget preparation and adjustments; codes expenditures; prepares monthly variance reports, security deposits refunds; adjusts tenant accounts, rent changes, negotiates, and prepares rent payment agreements; prepares, posts, and mails late rent legal notices when violations occur.
- Recruits and selects staff; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; creates staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.
- Develops yearly operating budgets and property financial performance; ensures expenditures are accurately coded; submits reports on variances and makes budget adjustments; reviews and approves payment for goods and services; oversees purchase orders.
- Schedules testing and inspection of various systems; conducts building, property, and unit inspections; procures goods and services for properties; addresses potential hazards obtains contracts for routine building maintenance; makes recommendations for capital improvement projects; schedules special projects.
- Provides recommendations for capital improvement projects; works with representatives from other departments on both resident issues and capital construction projects.
- Prepares a variety of reports pertaining to property management and attends departmental meetings; attends manufactured housing training, professional housing seminars and workshops; develops and strengthens knowledge to keep up with current new regulations and legal guidelines.
- Travels between property sites.
- Other duties as assigned.
Qualifications and Competencies
- Associates/Technical degree AND
- Considerable experience in property management, asset management, affordable housing programs OR
- Equivalent combination of education and experience.

Salary & Benefits:
The starting salary range of this position is $73,814.00 - $90,423.00 annually.
