We are recruiting to fill a Senior Housing Inspection Manager position, based in Tukwila, Washington. This position is responsible for the overall management of a team of dedicated inspectors and administrative staff serving over 14,000 households.

The Senior Housing Inspection Manager is a hands-on leader who has exceptional communication skills, both verbally and in writing. The ideal candidate has proven ability to analyze, assess, document, support and present information and ensure rental units meet federal and local housing quality standards under KCHA’s and HUD regulation for HQS Compliance. This role will interact with the public (participants, agencies, owners/landlords) to present and provide education, training and interpret and explain program requirement regarding HQS practices with the ability to negotiate and resolve issues or disputes with landlords and participants.

Essential Functions

The Senior Housing Inspection Manager will: 

• Recruit and select department personnel; assign, direct, train and inspect the work of staff; reward, discipline, coach, counsel and evaluate staff performance; develop staff schedules; lead regular staff meetings; make recommendations on promote, demote, suspend, and terminate; ensure deadlines for the department are met; supervise and coordinate daily operations.
• Negotiate and resolve disputes, issues, and concerns with clients, landlords, community, and agency partners; explain program requirements, operations, and procedures. 
• Respond to requests for administrative review and hearing related inspection terminations and dispute resolutions; perform research and answer various types of correspondence and telephone inquiries relating to inspection staff, Housing Quality Standards (HQS), and program information.
• Manage, lead, and monitor the high volume, daily operation of the HCV Program.  
• Audit the work of the Housing Inspectors and associated support staff and coordinate the housing inspection process to ensure that each HCV assisted unit are properly inspected at the necessary time in accordance with all applicable rules and regulations.
• Review and interpret HQS and other governmental regulations for implementation.
• Maintain program compliance with Federal, State, and local laws, U.S Department of Housing and Urban Development (HUD) regulations, and the Administrative Plan.
• Identify program integrity issues and follow through to ensure referral and or other prompt appropriate action; work with and support resident services and agency partners for housing stability.
• Aid in developing and setting policies under the direction of department management.
• Develop and implement changes to increase use of technology; identify opportunities to streamline and improve the process for completing inspections; assist in the development and revision of policies and procedures related to inspection standards, rent setting, rent reasonableness, utilities, and other related program requirements.
• Meet with property owners, officials, and management companies to address problematic areas and explain HUD guidelines; assist with owner orientation; develop and train property managers and agency partners.
• Maintain files and records; prepare and present reports; summarize data from inspection reports and identify, analyze trends and statistics.

Qualifications and Competencies

Required Qualifications:

• Bachelor’s degree AND
• Considerable experience conducting housing inspections and/or in HCV program operations OR
• An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Required Knowledge, Skills and Abilities:

• Knowledge of HUD and HQS and the principles and practices of leasing housing and organizational management such as the application of laws, rules and regulations, policies and procedures relating to HCV and HUD.
• Ability to conduct a high volume of thorough inspections efficiently and effectively while applying detailed and comprehensive HQS. 
• Accurately document conditions that do not meet standards with clear and concise reports; to use acute observational skills to identify unsafe/unsanitary dwelling unit conditions.
• Experience supervising staff including coaching, mentoring, and providing strong leadership in a dynamic work environment; planning, organizing, directing and evaluating the work of subordinate employees.
• A collaborative team member who is also a strong leader with well-developed organizational and time management skills; ability to develop effective working relationships with internal and external partners.
• Proficiency using MS Office applications including Word, Excel, Outlook and the internet; skill and ability to learn and use agency software, such as housing management programs (Tenmast or Yardi).

• Must possess a valid driver's license to travel between work sites as required. Must have an acceptable driving record at time of appointment and throughout employment.

Salary & Benefits:
Salary range is $101,386.00 to $153,093.00, with a midpoint of $127,239.00. New hires typically receive between minimum and midpoint. Salary is negotiable.
